My elderly neighbor was attacked by two dogs. I came to his aid and was bitten on both legs: in the calf, the back of the legs and on the back of the arms.
I did not require medical treatment other than the paramedics, but was laid up for four days due to it. They offered $1,500 plus any medical bills. Is this fair?

When you say they, I'm not sure whether you are referring to the neighbor's homeowners policy, or an insurance company representing the dog's owner. In any event the results would probably the same.
A good "rule of thumb" when dealing with insurance companies is to take your medical bills and multiply them by 3. If your "meds" were about $500 than $1,500 would be a reasonable settlement.
Add to that amount any out-of-pocket expenses such as medications, bandages, and other amounts expended which would not have been but for the attack. Adding the figures will give you a reasonable amount to settle for.
