Postal Worker Slip and Fall...

A Canada postal worker cut across my property to get to a neighbor's home instead of using the path and sidewalk that is available. My dog startled the worker and he fell. He now claims he wrenched his back.
My dog was on my property but not secure, but my dog only barked at him, he did not charge at him and did not attack. I'm wondering who's at fault?
